Reporting of illegal activities - Whistleblowing

In implementation of the provisions of Legislative Decree 24/2023 of 10 March 2023 and the ANAC Guidelines published with Resolution No. 311 of 12 July 2023, HYDROS makes the following documentation available:

What can be reported

Behaviour, acts or omissions that harm the public interest or the integrity of the public administration or private entity.

Whistleblowing does not concern personal complaints by the whistleblower, which are usually governed by other procedures.

The reporting form contains a list of topics; please use one of these.

The unlawful conduct reported must relate to situations of which the whistleblower has become aware, directly or indirectly, even by chance, as a result of their employment relationship and role.

Reports based on suspicion or rumour cannot be considered worthy of protection, as it is necessary to take into account the interests of third parties who are the subject of the information reported and, at the same time, to avoid the administration or organisation carrying out internal inspections that are likely to be of little use and, in any case, costly.

Finally, the requirement of truthfulness of the facts remains in place to protect the person reported.

The report must be placed in two sealed envelopes: the first containing the reporter's identification details together with a photocopy of their ID document; the second containing the report, so as to separate the reporter's identification details from the report itself. Both envelopes must then be placed in a third sealed envelope marked “confidential report” on the outside. The report is then subject to confidential registration, including through a separate register, by the RPCT.
